That's not the case for everyone, particularly youth, and it's important and responsible to remember that.
I think context matters. The Game of Thrones universe is set in a fantastical version of the Middle Ages, where marriage between cousins and other relatives was common, especially for nobility for keeping their money and power insular. And in GOT incest does have consequences, namely madness, as seen in the Targaryens and Joffrey. Yes they did use a lot of sex scenes for shock value, which was questionable, but the existence of incest made sense within the story.
White Lotus s3 is still in progress so it remains to be seen what the endgame is, but the implied incest vibes among the Ratliff siblings doesn’t seem to be played up as sexy. It’s really uncomfortable and highlights the dysfunction within the family.
The Disney channel show you mentioned, however, is absolutely indefensible. There is no reason for step-incest to be introduced in a children’s show, even if it’s only implied. That to me seems created for an adult, pedophilic audience. It reminds me of all the sexual innuendos in Nickelodeon shows under Dan Schneider. Children should not be exposed to adult kinks in this way, full stop.

If anything, its goal is to pull back the shiny veneer and show them at their most greedy, selfish, exploitative, and depraved. The Saxon and Lochlan plotline shows just how deep the rot is going in that family—my theory is that Saxon is also starting to realize his inappropriate hypersexuality has groomed this behavior in Lochlan, eroding that line between appropriate and not.
